近月,廉署、競委會接連破獲涉及科技券(TVP)、數碼轉型支援先導計劃(DTSPP)的大型圍標、貪污、詐騙集團,涉案金額近億元。我們在市場前線,看到的是另一面,隱形苦主的血淚:

「供應商話包辦申請,俾咗幾千蚊按金,結果等咗一年,系統見唔到,供應商直接人間蒸發……」

幾千元,對比新聞中的涉案金額根本不值一提,但對中小企來說是一筆辛苦賺回來的血汗錢。

政府於2月時向立法會申請撥款,目標在2026年下半年諮詢立法會後推出經優化的數碼轉型支援計劃。將來想獲得資助、同時不受騙,以上一期的數碼轉型先導計劃為例,就要謹記以下四招自保方法:

勿先付按金
上一期的數碼轉型先導計劃,正確流程是「登記帳戶 ➡️ 於網站選擇方案 ➡️ 聯繫方案供應商並選擇方案 ➡️ 網上提交申請 ➡️ 獲評審委員會審批 ➡️ 中小企才正式向供應商下訂單並付首期」。在政府審批結果出爐前,你們無須繳付任何按金給供應商。

拒絕「免費申請、回贈」的糖衣陷阱

騙徒看準中小企缺人手、營運艱難,藉提供「免費代辦申請、有回贈」作誘餌,套取商戶的商業登記資料,實際上,他們是盜用你們公司身份騙取資助,直接領走政府公帑。


親自上網申請,切勿簽署聲明

供應商與你們簽約需要商業登記(BR)是正常的,但他們不需要你們簽署聲明、交地址證明等文件。上一期的數碼轉型先導計劃中,開戶、申請等程序均可線上處理,中小企務必親自辦理,以免公司身份被盜,甚至用作其他不法用途。

密切留意供應商進度,及早上報

在官方的先導計劃中,獲核准的方案都是「可在 6 個月內運行」的成熟現成軟件。假若供應商遲遲不開始工作,中小企務必及早上報主辦機構尋求協助,切勿白等。

識別真正的優質軟件供應商,才可安心用政府資助,享數碼轉型的成效。


Recently, the ICAC and the Competition Commission have successively smashed large-scale bid-rigging, corruption, and fraud syndicates involving the Technology Voucher Programme (TVP) and the Digital Transformation Support Pilot Programme (DTSPP), with the amount involved nearing HKD 100 million. On the front lines of the market, we see another side of the story—the tears of invisible victims:

“I trusted the vendor to handle the application for me and paid a deposit of several thousand dollars. After waiting for over a year, no system ever materialized, and the vendor simply vanished into thin air…”

A few thousand dollars might pale in comparison to the massive scam figures reported in the headlines, but for SMEs, it is hard-earned money.

In February, the government applied to the Legislative Council for funding, aiming to launch an optimized Digital Transformation Support Programme in the second half of 2026 after consulting LegCo. If you want to secure funding while staying safe from scams in the future, remember these four self-protection strategies based on the previous phase of the pilot programme:

Never Pay a Deposit Upfront
In the previous phase of the Digital Transformation Support Pilot Programme, the correct workflow was: “Register an account ➡️ Select a solution on the portal ➡️ Contact the vendor and finalize the solution ➡️ Submit the application online ➡️ Obtain approval from the vetting committee ➡️ The SME then formally places the order with the vendor and pays the first instalment.” You do not need to pay any deposit to the vendor before the government’s vetting results are out.

Say No to “Free Application & Cash Rebate” Traps
Scammers prey on shorthanded SMEs struggling with business operations. They use “free application handling and cash rebates” as bait to harvest your Business Registration (BR) details. In reality, they are identity-theft syndicates using your company’s name to defraud the government and pocket the public subsidies, leaving your business to face the music.

Apply Online Yourself; Never Sign Declaration Forms for Vendors
It is standard practice to provide your Business Registration (BR) when signing a contract with a vendor, but they do not need you to sign declaration forms or hand over proof of address documents. In the previous phase of the programme, account creation and application procedures were fully handled online. SMEs must complete these processes themselves to prevent corporate identity theft or potential illegal misuse of company details.

Closely Monitor Vendor Progress and Escalate Early
Under the official pilot programme, approved IT solutions must be mature, off-the-shelf software “capable of going live within 6 months.” If a vendor delays the project and fails to initiate implementation, SMEs must report the issue to the organizing institution (such as Cyberport) as early as possible to seek help, rather than waiting indefinitely.

Only by identifying genuine, high-quality software vendors can you safely utilize government funding and reap the true rewards of digital transformation.
