食物環境衞生署（食環署）近日懷疑有救生員使用虛假救生員證件，食環署已指示有關泳池立即關閉，並考慮向其持牌人提出檢控；食環署已就事件報警，並已通報物業管理業監管局（物監局）作同步跟進。
⚠️ 即使交由泳池管理公司負責，持牌人仍需負上刑責
不少泳池持牌人會聘用泳池管理公司代為管理泳池及聘用救生員，食環署提醒泳池持牌人必須嚴格遵守《泳池規例》（第132CA章）和牌照條件，確保泳池開放期間有足夠的合資格救生員當值，否則持牌人將被檢控。
🛡️ 現時查冊方法
聘請救生員前，管理公司、持牌人或業主需要將救生員證副本、要求查冊信件、回郵信封、連同港幣 $300 元支票，親臨或郵寄至中國香港拯溺總會（拯溺總會）進行查冊，需時約 14 個工作天。
✨ 新查冊方法：數碼查證系統
因應近年食環署加強監管，拯溺總會接獲的查冊個案不斷攀升至去年約 7,000 宗，故拯溺總會研發數碼查證系統，將來在現場即可進行核實牌照。拯溺總會將會聯同食環署及物監局向業界示範做法。
📅 實施日期：目標於 2026 年 8 月內開始實施
📝 查冊方登記：管理公司、持牌人、業主等查冊方，需預先向拯溺總會申請系統授權，方可進行即時查冊。
💰 登記費用：尚未公布
💳 新救生員證：新證件將載有驗證二維碼。而持有舊證的救生員會收到信件通知，需要更換新證件。
✅ 即時查冊方法：據報導中資料顯示，查冊方將可以使用手提電話登入已授權的系統，掃描新證件上的二維碼，即可得知證件是否有效。

The Food and Environmental Hygiene Department (FEHD) recently discovered lifeguards using forged certifications. The FEHD ordered the affected pools to shut down immediately and is considering prosecuting the licensees. The cases are with the police, and the Property Management Services Authority (PMSA) has been notified.
⚠️ Outsourcing Doesn’t Eliminate Liability: Licensees Fully Liable
While many licensees hire external management companies to handle staffing, FEHD reminds them they are ultimately responsible. Under Cap. 132CA, licensees must ensure enough qualified lifeguards are on duty when the pool is open or face prosecution.
🛡️ The Current Process
Before hiring, management companies, licensees, or owners must mail or hand-deliver a copy of the cert, a request letter, a return envelope, and a HK$300 check to HKLSS. This background check takes about 14 working days.
✨ The New Way: Digital Verification System
With FEHD ramping up enforcement, verification requests hit 7,000 cases last year. Hong Kong China Life Saving Society (HKCLSS) developed a digital system for instant on-site license checks. HKCLSS, FEHD, and PMSA will host a trade demo soon.

📝 Access: Managers and owners must pre-register with HKCLSS for authorization

💳 New Certs: New cards will feature a secure QR code. Old holders will be notified to upgrade.
