連鎖快餐店摩斯漢堡(Mos Burger)前店長及店員共8人遭廉政公署起訴,涉嫌於2022年10至2024年6月期間,在天水圍分店或屯門分店串謀「呃鐘」(以虛報方式騙取工作時數及薪金),而該批店員從未正式上班。店長偽造「幽靈員工」逾1,500日的出勤紀錄,及提交虛假報告,導致僱主支付薪金共約68萬元,繳付強積金供款約6萬元,而店員支薪後退回部分薪金給店主,店主共獲取港幣 40 萬元利益。

📌 數據異常警告

  • 頻繁修改紀錄報告:當所有修改都在考勤系統中進行,系統就能匯出被頻繁修改的員工紀錄,令僱主可以順藤摸瓜,探究真正原因。
  • 異常加班報告:另一常見造假方法是虛報加班,考勤系統能夠匯出頻繁加班、同期遠超過正常值的加班紀錄。即使不存在造假,也是僱主應該注意的方向,因為加班數字往往反映運作、人手短缺、過勞的潛在隱憂。

📌 突擊巡查機制

  • 後勤(寫字樓)同事突擊巡查派遣寫字樓同事定期進行突擊巡查,起阻嚇作用。
  • 神秘顧客突擊巡查零售及飲食業常用神秘顧客評核服務。僱主可善用此機制,要求神秘顧客順道記錄店內實際當值人數,或核對名牌,再交由寫字樓交叉對比當日的更表。

A former store manager and seven employees of a local MOS Burger branch were recently charged by the ICAC for a long-running “ghost employee” conspiracy. Between October 2022 and June 2024, the manager recruited six fake employees who never actually showed up for work. By falsifying over 1,500 shift records, the manager siphoned off HK$680,000 in wages and HK$60,000 in MPF contributions, pocketing HK$400,000 in kickbacks.

This case exposes a critical operational vulnerability in retail and F&B: when frontline managers and staff collude, head-office HR is left entirely in the dark.

How can businesses close these operational loopholes, eliminate timecard fraud, and ensure a fair workplace for honest, hardworking employees?

📌 Upgrade Attendance Hardware

Companies must lock down device-level admin rights. All manual overrides or missed-punch corrections must be routed through the Attendance System, ensuring a permanent audit trail.

📌 Anomaly Checking

  • Frequent Modification Reports: By forcing all timecard adjustments into the HR system, companies can generate reports flagging employees whose records are altered too frequently, allowing HR to track down the root cause.
  • Overtime Spike Alerts: A common way to inflate payroll is through fake overtime. Modern attendance systems can automatically flag employees with abnormal overtime spikes or hours that significantly deviate from the store average. Even if no fraud is involved, these alerts help management identify staffing shortages and employee burnout.

📌 Deploy Dynamic Cross-Checking

  • Head Office Surprise Audits: Have corporate HR or operational managers conduct unannounced site visits to count heads on the floor and cross-reference them against the active roster. This creates a strong psychological deterrent.
  • Leverage Mystery Shoppers: Most retail and F&B brands use monthly mystery shoppers to grade service quality. Businesses can easily adapt this mechanism by asking mystery shoppers to discreetly record the number of staff on duty or check staff name tags, which HR can then verify against the system schedule.
