保險業監管局（保監局）與香港警務處於 2026 年 8 月 27 日展開聯合執法行動，打擊涉嫌考試舞弊的「大中華自媒體協會」觀塘考試中心。該中心負責籌辦由美國壽險管理學會（LOMA）頒授的「美國壽險管理學會會士」（FLMI，壽險管理師）資格考試。
該中心涉嫌以高達 1.4 萬港元精讀研習班及保證合格的「一站式」服務作招徠，在觀塘的考場電腦安裝遙距操控程式，由幕後黑手直接代考生作答。至今多達 19 人被捕，包括大中華自媒體協會董事蔡承浩及副會長馮薔。
由於舞弊行為涉嫌持續一段時間，保監局已即時由 2026 年 8 月 28 日起，暫停認可 FLMI 為符合保險中介人申領牌照學歷要求的資格。自 2024 年至今，約有 250 人透過該中心獲取資格並取得保險牌照，保監局表示將逐一詳細審查相關個案。

- 高危人士清單：雖然受影響人數佔市場少數，但因應監管局的全面審查，HR 應主動掌握內部員工的牌照合規情況。如公司有在人力資源系統記錄員工申請保險牌的詳細紀錄，匯出 2024 年至 2026 年間以「美國壽險管理學會會士」（FLMI，壽險管理師）申請牌照的員工清單，以便進一步跟進。
- CPD 時數未受影響：過去數年，涉案的蔡承浩及馮薔曾獲邀擔任部分保協或保險公司 CPD 講座的客席講師。此類由正規機構主辦的講座時數暫未受影響，保監局亦未有進一步行動。
- 查核官方登記冊：加強查核員工牌照狀態是否顯示為「有效（Active）」，留意備註欄是否有被保監局發出「暫停牌照」或「紀律處分」的特別標示。

The Insurance Authority (IA) and Hong Kong Police recently raided a Kwun Tong exam center operated by the “Greater China Wemedia Association.” The center allegedly offered HKD 14,000 “guaranteed pass” packages by using remote-control software to let hidden proxies take LOMA’s FLMI (Fellow, Life Management Institute) exams for candidates. 19 people have been arrested, including Association Director Tsai Cheng-hao and VP Rachel Fung.
Effective August 28, 2026, the IA has suspended FLMI recognition for licensing requirements and is reviewing past cases. Around 250 individuals have obtained licenses via this center since 2024.
