- 案情概要： 64 歲的香港科技大學（科大）海洋科學系時任講座教授劉紅斌，同時也是環境健康及安全理學碩士課程的主管。他涉嫌在 2025 年收受友人林珮玲 40,000 港元賄款，以協助對方一名學歷不合資格的兒子入讀該碩士課程。
- 行賄手法： 劉紅斌為了讓該不合格學生通過審查，甚至從賄款中抽錢，向另外兩名同系負責收生的教授同事每人發放 3,000 元（共 6,000 元）的利是（紅包）作為「辛苦費」企圖行賄，但隨即被同事拒絕並向校方及廉署舉報。
- 法庭判決： 案件於 2026 年 3 月 17 日由廉政公署正式落案起訴。被告於同年 5 月 13 日在觀塘裁判法院承認「串謀使公職人員接受利益」及「向公職人員提供利益」等三項罪名。2026 年 5 月 28 日，法官直斥其行為破壞大學聲譽及收生公平，判處其即時監禁 20 星期（約 5 個月），並下令將 4 萬元賄款充公歸還科大。
IQVC | Ex-HKUST Professor Jailed for 20 Weeks over Bribery for University Admission
- Case Summary: Liu Hongbin (64), a then Chair Professor of the Department of Ocean Science at the Hong Kong University of Science and Technology (HKUST) and director of the Master of Science in Environmental Health and Safety programme, was suspected of accepting a bribe of HK$40,000 from his friend, Lam Pui-ling, in 2025. In return, he agreed to assist Lam’s son—who was academically unqualified—in gaining admission to the Master’s programme.
- Bribery Method: To ensure the unqualified student passed the screening process, Liu took money from the bribe and attempted to bribe two faculty colleagues responsible for admissions in the same department. He offered them HK$3,000 each (HK$6,000 in total) in red packets (lai see) as a “token of appreciation.” However, his colleagues immediately rejected the money and reported the incident to the university and the Independent Commission Against Corruption (ICAC).
- Court Verdict: The ICAC officially charged the defendant on March 17, 2026. On May 13 of the same year, he pleaded guilty to three charges, including “conspiracy for a public servant to accept an advantage” and “offering an advantage to a public servant,” at the Kwun Tong Magistrates’ Courts. On May 28, 2026, the magistrate strongly criticized his actions for damaging the university’s reputation and admission fairness, sentencing him to 20 weeks (approximately 5 months) of immediate imprisonment. The court also ordered the forfeiture of the HK$40,000 bribe to be returned to HKUST.
