A 33-year-old woman holding a Two-way Permit is suspected of using fraudulent academic credentials in 2021 to apply for an entry permit to study in Hong Kong and was subsequently admitted to a Master of Science program at the Hong Kong University of Science and Technology (HKUST). The two cases will be handled jointly. She is charged with ‘arranging for the making of a false representation for the purpose of obtaining an entry permit’ and ‘obtaining services by deception’. The case has been adjourned until March 20 for further hearing.
Cases involving fake academic qualifications often require cross-border witness testimony and handwriting analysis. Since the prosecution bears the burden of proof, it often takes years from indictment to verdict, consuming significant resources. Prevention is better than a cure; implementing academic credential screening tools at an early stage can effectively strengthen the identification of fraudulent qualifications and eliminate future concerns.
